A manufacturing skills taxonomy is a shared vocabulary that links roles, skills, and proficiency levels so you can plan staffing, training, and succession with the same definitions across plants and functions. For mid-sized Japanese manufacturers, the practical goal is consistency across lines, sites, and suppliers while preserving local shop-floor realities like OJT, line certification, and multi-skill rotation.
Step 1: Set scope, owners, and update cadence
- Scope: start with 10 to 20 high-impact roles (e.g., line leader, CNC operator, maintenance tech, quality engineer, production planner).
- Governance: assign a taxonomy owner (HRBP or workforce planning) and role SMEs per plant.
- Cadence: quarterly updates for skills, monthly for role assignments and assessments.
Step 2: Build a role architecture that matches the shop floor
Use a two-level structure: Role Family (Production, Maintenance, Quality, Engineering, Supply Chain) and Role (specific job). Keep titles aligned to internal HR labels and union agreements, but store an English alias if you have bilingual systems.
Step 3: Write skills as observable, assessable statements
Avoid vague skills like “problem solving.” Prefer skills tied to tasks, standards, and equipment. Use this template to keep wording consistent:

Example skills for a mid-sized factory

- Perform autonomous maintenance (TPM): executes daily checks, cleaning, lubrication, and anomaly tagging.
- Execute incoming inspection (AQL): samples lots, applies acceptance criteria, documents NCRs.
Step 4: Define a proficiency scale that works for training and staffing
Use 4 levels to keep assessments reliable. Tie each level to behavior and supervision required, not years of experience:

- Separate “trained” vs “can do”: training completion is input data; proficiency is the output.
Step 7: Turn gaps into action plans
Convert gaps into specific actions with owners and dates. Keep the unit of action small enough to finish in a sprint of OJT:
Gap: Autonomous maintenance (TPM) L2 → target L3
Action: 3 coached shifts + checklist audit + anomaly tagging review
Owner: Maintenance lead

Evidence: Audit score ≥ 90%, 5 anomalies logged with countermeasures
Common pitfalls in Japanese manufacturing taxonomy projects
- Copying generic competency lists: they rarely map to equipment, processes, or QA standards.
- Too many levels: 6–8 levels creates inconsistent scoring and slows adoption.
